The Secretary of State for the Colonies
to the Governor of Ceylon.
(Sent 1.0 p.m. 27th June, 1916).
According to information I have received
three men named Dale, Foster, and Wallace with the
contents of five cases of opium for Shanghai or
Hong Kong have left England.
S. S. Kaisar-i-Hind which they are said
to have joined at Marseilles, is due about
2nd July at Colombo where they will probacly
trabship.
Please report by telegraph whether opium
is seized, 27th June 1916.
